Before distributing participants of EuroBasket 2011 into baskets, FIBA Europe published schedule and format of this tournament.
According to the preliminary information, EuroBasket was to start on September 3 but this date was moved back in August. It turns out that Lithuania will host the next tournament from August 31 till September 18 next year.
According to EuroBasket regulations, 24 teams will be divided into 4 6-team groups. The best 3-3 teams will go through the next round. 2 6-team groups will play in the second round where the best 4-4 teams will go through the 1/4 final.
Voting of EuroBasket will be held on January 25 in Vilnius. Supposedly, teams will be distributed this way:

I basket: Turkey, Lithuania, Serbia, Spain.
II basket: Russia, Slovenia, Greece, France.
III basket: Croatia, Germany, Montenegro, Belgium.
IV basket: Great Britain, Macedonia, Israel, Georgia.
V basket: Italy, Bulgaria, Ukraine, Poland.
VI basket: Bosnia, Latvia...

Participants (Finland, Hungary, Portugal) of qualifying round will fulfill last two places in the 6th basket. These teams will play in August next year.
